I have converted most of your splines into flattened polylines in the attached file. One head-on view showing the plane of the splines and the other an isometric view so you could confirm that the flattened geometry stayed on the plane. The FLATTEN command is tricky to use as it projects the object perpendicular to the viewing plane. You can use the Express Tool FLATTEN to move the spline to a flat plane but it converts the spline to a polyline in the process.

I was succesfull creating regions when I built splines using object snap from your polyline data. They should not be confused with 3DPOLYLINES or splines which may not lie on a plane. LWPOLYLINE also referred to as POLYLINES by definition lie on a flat plane.
